Section 3: Comprehensive Standard 3.2.12
The institution’s chief executive officer controls the institution’s fund-raising activities exclusive of institution-related foundations that are independent and separately incorporated.
Statement of Compliance: Dyersburg State Community College is in compliance with Comprehensive Standard 3.2.12.
Rationale for Judgment of Compliance:
The Dyersburg State Community College (DSCC) President, in the capacity of chief executive officer of the College and all of its departments, exercises supervision and direction that promotes the efficient operation of the institution [Ref 1]. The President is responsible to the Tennessee Board of Regents (TBR) through the Chancellor for the operation and management of the institution and for the execution of all directives of the TBR and of the Chancellor [Ref 2].
The President is ultimately in charge of all fund-raising initiatives, campaigns, and solicitations for the College. DSCC policy names the President as the chief fund-raising officer and states that, “The President ’s role in this regard includes, but is not limited to, setting the purposes of fund raising, representing the College to prospective donors, soliciting gifts, accepting gifts, and establishing the means whereby donors and fund raising campaign workers may be honored” [Ref 3]. According to TBR policy, “The President shall designate the campus official(s) authorized to approve and conduct activities for the purpose of soliciting gifts to the institution” [Ref 4].
DSCC’s President has designated the Vice President for Institutional Advancement to aid in directing solicitation and annual fund campaigns. The Vice President for Institutional Advancement is responsible for the overall direction of, as well as staff work for private fund raising [Ref 5]. The Vice President for Institutional Advancement works with the President to determine fund-raising opportunities and priorities, develops strategies and objectives, and keeps the President informed of progress toward the objectives and goals set forth.
