Statement of Compliance: Dyersburg State Community College is in compliance with Comprehensive Standard 3.2.7.
Rationale for Judgment of Compliance:
Dyersburg State Community College (DSCC) is part of the State University and Community College System of Tennessee, governed by the Tennessee Board of Regents (TBR) [Ref 1]. The TBR has 18 members including the Governor of the State of Tennessee, the Executive Director of the Tennessee Higher Education Commission, and the Commissioner of Education as ex officio members, as well as a faculty and student regent from one of the institutions [Ref 2].
The function of the TBR is to review and approve broad policies for the operation of the system's institutions. The authority, purpose, and duties of the TBR are included in its Bylaws and Policies on governance shown in the table below.

Policies and guidelines for the operation of the TBR system are approved in TBR minutes and published as policies and guidelines under five categories: academic, student, business and finance, governance and organization, and personnel [Ref 3].
The Chancellor is chief executive officer of the TBR executive staff [Ref 4]. The Chancellor is responsible to the TBR for the governance and execution of all resolutions, policies, rules, and regulations adopted by the TBR for the operation of the entire system. The Chancellor also reviews recommendations from the system presidents regarding annual appointments, promotions, and salaries of employees of TBR institutions and is responsible for compliance by the presidents with TBR policies and procedures on personnel matters [Ref 5].
The DSCC President is the executive head of the institution and is responsible for the operation and management of the institution and delegates the development and implementation of departmental level policies and duties for functional areas of the college to other members on the organizational chart. The DSCC organizational chart [Ref 6] is a required item for the budget published in July [Ref 7] and October of each fiscal year. There is a position description describing the major responsibilities of each individual on the organizational chart in the Administrative Organization of the College section of the DSCC Policies and Procedures Manual [Ref 8]. Each individual is responsible for the administration of policies related to their administrative area.
