Section 3: Comprehensive Standard 3.2.9
The institution defines and publishes policies regarding appointment and employment of faculty and staff.
Statement of Compliance: Dyersburg State Community College is in compliance with Comprehensive Standard 3.2.9.
Rationale for Judgment of Compliance
The Tennessee Board of Regents (TBR) delegates to the Dyersburg State Community College (DSCC) President the authority and responsibility to appoint and employ personnel within the scope of delegation provided by the TBR Policy on General Personnel [Ref 1]. The policy establishes standards, guidelines, and reporting requirements for the exercise of the delegated authority. It includes the nature of appointments and compensation, change of status and terminations, records and reporting requirements, and non-discrimination provisions. The President may delegate the foregoing authority to a designated person or persons at DSCC provided that all appointments and compensation of faculty and administrative personnel are subject to the approval of the President. Appointments of vice presidents, academic deans, academic department heads, division heads, directors of centers of emphasis and excellence, and appointments with salaries in excess of $75,000, and any other positions designated by the TBR Chancellor require the prior approval of the TBR Chancellor.
DSCC hiring procedures for faculty and staff are found in DSCC Policy 06:15:00 [Ref 2] and are published on the DSCC Web site. This procedure adheres to TBR Policy 5:01:00:00 General Personnel Policy [Ref 3] and TBR Guideline P-010 Personnel Transactions and Recommended Forms [Ref 4].
